Conservative Record on Pipelines

The Liberals have claimed that there were no pipelines built under our former Conservative government. This is categorically false.

Four major pipelines were constructed under Conservatives, as well as a handful of smaller ones which act as tributaries to the main lines.

1. Enbridge Alberta Clipper: 450,000 barrels per day :

  • Enbridge filed application with the NEB on May 30, 2007
  • NEB approved the application on February 22, 2008
  • Federal Cabinet gave GIC approval in May, 2008
  • the new pipeline was constructed and placed in service in April, 2010
  • the new 1078 km oil pipeline carries 450,000 barrels per day and runs from Hardisty, Alberta, to Gretna Manitoba, where it crosses the US border and carries on to Superior Wisconsin. It is designed to be expanded to 800,000 barrels per day

2. TransCanada Keystone: 435,000 barrels per day :

  • TransCanada filed application for Keystone (preceded Keystone XL) on December 12, 2006
  • NEB approved the application on September 21, 2007
  • Federal Cabinet gave GIC approval on November 22, 2007
  • the new pipeline was constructed and placed in service in June, 2010
  • the new 3,456 km pipeline (1,235 km in Canada) carries 435,000 barrels per day from Hardisty, Alberta to a location near Haskett, Manitoba where it extends into the US to Cushing Oklahoma

3. Kinder Morgan Anchor loop : increased capacity : 40,000 barrels per day

  • On October 31, 2006, the NEB approved an expansion of the Kinder Morgan TransMountain system . It was constructed and put into service in November, 2008, increasing capacity of the existing line from 260,000 to 300,000 barrels per day

4. Enbridge Line 9B Reversal: 300,000 barrels per day

  • Enbridge filed application with the NEB on November 29, 2012 to reverse the flow of Line 9 to service Montreal area refineries with western crude (displacing foreign imports).
  • NEB approved the application on March 6, 2014
  • NEB granted conditional Leave to Open on June 18, 2015, subject to completing a hydrostatic test
  • the reversal allowed the flow of 300,000 barrels per day of western Canadian crude into Quebec, displacing foreign crude
